This is not a good answer, but pester the daylights out of them. phone calls,letters, personal visits, contact your local state Government or write a letter to the Governor. Make a game out it and see how long it takes to get a response.

Zach is right. Every time you move, you need to update the address on your voter registration form. Make sure you do so by the voter registration deadline: Monday, October 4th.
